After your first trade is initiated on your account, your evaluation will start.

We keep track of the first trade's placement as well as all previous trades—executed, pending, cancelled, etc.—that have been made. That is when the trading time begins to count, regardless of the order type (not on the first trade executed in the market).

The trading month begins with the execution of the first trade (not the execution of the first trade) (including pending orders)
